Senate Judiciary Committee holds 12-hour hearing on same-sex marriage bills The Senate Judiciary Committee held a hearing on two Senate bills related to same-sex marriage. The first bill (2013-S 0038), sponsored by Sen. Donna M. Nesselbush (D-Dist. 15, Pawtucket, North Providence), removes gender-specific language from the section of the general laws that governs eligibility for marriage, and addresses state and federal law recognition, applicability in the state of Rhode Island, marriage licenses, protection of freedom of religion in marriages and the merger of civil unions into marriages. 2013 state budget bill enacted The $8.1 billion state budget bill (2012-H 7323Aaa) achieved final legislative passage and was signed into law by Gov. Lincoln D. Chafee. The budget substantially restores previous cuts to programs for the developmentally disabled, accelerates implementation of the new school aid formula and assists Central Falls’ retirees, while avoiding many of the tax increases the governor proposed, including the expansion of the meals-and-beverages tax. House OKs changes to ‘good time’ law The House approved legislation aimed at preventing those serving jail time for serious crimes from earning time off their sentences for good behavior. Rep. Teresa Tanzi (D-Dist. 34, South Kingstown, Narragansett) and Sen. V. Susan Sosnowski (D-Dist. 37, South Kingstown, New Shoreham) introduced the legislation (2012-H 7112A, 2012-S 2179A) on behalf of Attorney General Peter F. Kilmartin. House approves compassion centers amendments The House approved legislation developed to address concerns about Rhode Island’s medical marijuana compassion centers, moving the state one step closer to allowing patients to safely purchase the drug. The Senate bill (2012-S 2555A) sponsored by Sen. Rhoda E. Perry (D-Dist. 3, Providence) has passed both chambers and has been sent to the governor, who, after halting the opening of the centers last year amid concerns about federal prosecution, has indicated he will sign it. State revenue picture brightens The Revenue Estimating Conference – composed of fiscal advisers from the House, Senate and administration – has released the outlook for this year’s state revenues, which are expected to be about $62 million higher than expected. The group, which meets twice per year, also projects state revenue to be almost $18 million higher next year. The extra revenue will help ease next year’s projected $120 million budget deficit. House Finance takes testimony on developmental disability funding As hundreds of demonstrators gathered inside and outside the State House, the House Committee on Finance heard four hours of testimony on bills to address the $24 million in funding for the developmentally disabled that was cut from the current year’s budget. Among the bills heard were those calling for full restoration of funds, restoration of $12 million, and restoration of reimbursement rates for agencies that help residents with developmental disabilities.
