Central Coventry Fire District Bill Heads to Governor

Gov. Chafee's signature will allow the fire district to continue to operate under its previous budget until Sept. 1.

  STATE HOUSE – One week after it received approval in the House of Representatives, a bill to help the Central Coventry Fire District address its financial problems was passed today by the Senate and transmitted to the governor for his signature. The bill, 2013-H 5176A, will keep the fire district in business using the previous year’s budget while the district works to develop a new budget, new tax assessment and collection of taxes by Sept. 1. The bill specifically authorizes the fire district to continue to operate under the tax levy last authorized by the district’s voters. That authorization will expire on Sept. 1 if district voters have not approved a new budget by then. The district is continuing to operate, at present, as a result …

House OKs Central Coventry Fire District Bill

The fire district can now continue to operate under its previous budget until Sept. 1.

  The House of Representatives Thursday approved legislation that will give the Central Coventry Fire District a little more time to address and rectify its financial problems. Rep. Scott Guthrie's most recent letter regarding the ongoing Central Coventry Fire District case, which was read in court on April 10.

  Your Honor, I attended the Town Council emergency session last evening. Exhibiting leadership, the actions of the Town Council and their commitment to public safety shows true. They are simply helping bridge a gap in the collection of revenue. My observations were that the misinformation continues. The audience continues to believe that voluntary vouchers are still in effect. We both know, your Honor, that the first, second and third quarter tax payments were ordered to be paid by this court. The ratepayers present continue to not accept that fact. Most of the audience gave the impression that they will not honor that tax obligation. I grew up with Scott Guthrie and he won't get my vote next time for sure! He sure doesn't stick up for us the taxpayers. He wants to spend all the money we don't have. Washington Fire District was running fine with volunteer fire fighters and had a surplus up until the merge. That was our big mistake....believe that merging would save us money....HA. A letter to Superior Court Judge Brian P. Stern from Rep. Scott Guthrie in regards to the ongoing Central Coventry Fire District case.

  Your Honor, I stand here concerned about the Central Coventry fire district, and its future. Although I have sat quietly during these proceedings in the courtroom, I have acted, as directed by the courts, and the special master, to develop a plan to move the district forward.  In a recent e-mail I was asked,”You have been conspicuously absent from any discussion concerning this issue.   April 3, 2013 To The Editor: ‘Judge Orders Liquidation for Foundering Fire District,’ reads a recent headline, following a directive by Superior Court Judge Brian P. Stern that local officials and state legislators map out a long-term fire and emergency service plan for Central Coventry residents. Following last Friday’s court decision, the primary question left before residents of the fire district is: What now, now that the judge has indicated that the alarm bell has wrung, now that the judge has set a timetable for finding a solution that might avert liquidation of the fire district? Rep. Guthrie Named Co-chair of Police and Firefighters Caucus

The caucus made up of current or former public safety figures will focus on education and issues critical to first responders.

  STATE HOUSE – A new caucus has formed in the House of Representatives for members who are current or former police officers and firefighters. The Police and Firefighters Caucus includes eight members and will be led by co-chairmen Joseph S. Almeida and Scott J. Guthrie. Guthrie Bill Would Set Taxing Authority for Fire Districts

The bill would set taxing authority, powers and duties for fire districts statewide.

  The financial troubles of the Central Coventry Fire District are about to be compounded this year when tax bills go out. Unlike previous years, when the district sent out tax bills on a two-tiered system – one for residences, one for businesses – the receiver appointed to oversee the district’s operation has determined that the fire district does not have authority to designate tax classes. As a result, bills from the fire district this year will all be at one rate – the residential rate – which may please businesses owners whose bills will be lower, but will add stress to the district’s financial problems. “The receiver is correct that state law does not permit fire districts to set and administer tax classification plans,” said Rep. …
