Anyone see the abused lost dog near Western Coventry School?

I would like to know if the people that owned this poor abused lost dog will be held accountable? I saw this dog yesterday near Western Coventry School and a bunch of other people were pulled over to help the dog. It had a collar and no fur up and down its neck from the collar. It had missing tuffs of fur and open soars. It was eating from a drain on 117. Please tell me this dog will not be going back to the owners and that they will be charged with something! Please people, look around and help an animal if they are abused or mistreated. Look at your neighbors or strangers yards and call the animal control if a animal does not have shelter, water, food, or is just left there to die like this poor dog. That poor thing has had years of abuse because nobody saved him until he finally got loose and ran. I hope this has a happy ending.
