Letter: My Position Regarding Central Coventry Fire District
By John R. Assalone
Dear Editor,
It is time to shut down Central Coventry Fire District. Taxpayer’s meeting Monday, Dec. 10th at Coventry High School. In my opinion, we are in this fiscal disaster because of dirty contracts negotiated between Capt. David Gorman for the union and with board members that are or were firefighters and out of control spending.
In 2006, when the fire companies merged, there was almost $1 million in surplus. As of this date, the CCFD deficit is in the vicinity of $2.5 million. The board members that approved all these contracts and spending were totally incompetent – managerially and fiscally. These will be the same people asking for what we estimate to be a new $3.00 tax rate or a 65% increase in your taxes!
The shut down should occur in an orderly manner. They should be put into bankruptcy with would eliminate all incurred debt, sell off all assets and be reorganized with Anthony, Western Coventry and Hopkins Hill.
The new lines should be drawn by and agreed upon with the above departments from input from a public safety committee including council, police, fire, fiscal advisors and public members. It would be starting off with no debt and an anticipated income of over $6 million. There should be no new debt incurred by the above mentioned tax payers and their district.
It is outrageous that an average cost per run for CCFD is approximately $2,067!! Western Coventry has a surplus, not a deficit, with an average cost per run of approximately $1,080. Hopkins Hill has never run a deficit in 60 years, has a current surplus of approximately $500,000, had 3 tax decreases in the last 5 years and cost per run is approximately $526. In an adjacent community with the Hope/Jackson Fire Dept., which covers 59 sq miles, they have an average cost per run of $46.*
In addition to the proposed budget which will be offered Monday evening, no solid figures have been disclosed yet…what’s new about this??? And we are only four days away from the meeting! Based on what has been said, you can expect a very substantial increase between now and the next 5 years.
It will take at least a $3.00 rate or a 65% increase in your tax bill to get to the $6 million budgeted and to pay off a $2.5 million debt! And that’s forever! This new rate WOULD NOT INCLUDE new equipment and contractual obligations.
Tax payers should consider themselves stockholders that were betrayed by the board and Captain Gorman. You can rise above any fear tactics that may be used or thuggish activities and come to this meeting and cast your vote.
*Some of the other fire departments mentioned use certified firefighters and EMTs of B and C certification (the highest levels). At a public meeting prior to CCFD's special mastership, Capt. David Gorman, union leader, stated that he would not allow qualified men and women to volunteer as he considers volunteers unprofessional.

Editor's Note: When asked to respond to the above claim, Capt. Dave Gorman said the following:
"Just because John Assalone says something doesn't mean its the truth. I never said that. I've never considered volunteers unprofessional whatsoever. I was a volunteer once myself, for five years prior to getting hired and I've never forgotten where I came from."

their all robbing us blind. their gonna keep doing it until things get worse and they cant take anymore. no matter what they say its gonna be BS. unions are the worst things that could ever be in politics. they will take and take, then when theres nothing else to take, they will scrape the bottom of your shoes to take more.

Coventry police are just the same. how does Coventry police have a $900 dollar gift card to use that is tax exemp whenever they want? nice going on giving back to the community by not giving taxes. im sure it was tax payers money that gave that 900 and you pay no taxes on it, then wonder why we are bankrupt. sickening!

John Assalone is a cancer in the town of Coventry! Here is a man who has done nothing for anybody but himself and he doesn't even live here!! He lives in Snug harbor on the ocean thanks to millions his daddy left him( How that money came about is a whole different story). He and his trailer park brigade have been storming the meetings trying to get a big tax break for Johnny boy ( He wants his business to be taxed at the same rate as your house which means your bill goes up and his goes down) Don't be fooled by this snake oil salesman! He is looking for you the tax payer to help him pay the 3.1 million he owes for an accident his wife was in!!Come to the meeting and here the truth,You will find that very little truth comes out of his mouth!!!

hey treecutter- for most of your post it looks like you have been inhaling too much from the chain saw exhaust! How is it that you can never discuss or refute figures, sometimes called numbers, you know... math! Hey by the way, ever heard of car insurance? And those trailer park people... if you check the attendance records they average 21-25 people from the parks. But then again you need a little intelligence to do that., What I really think happened was Assalone must have paid all the other voters! What do you think, that would be right up your thought process!! Or do you actually have one?

whether you like john or not, he has very good points. i did that math on the 2k per run right after the district went down the tubes and i was shocked. the only way out if the CCFD stays afloat is to raise taxes through the roof. there is no significant cutting that can be done so i has to come from revenue to balance the budget. if we go to liquidation and fire everyone, then all debts get flushed and we can start with a clean sheet. forget what you think of john and just look at this from the point of view of your household.

Well the wonderful Mr. A has done it again! The entire CCFD Board with the exception of on former member i don't think so just the cronys sticking together again. 26,00 people need protection and close the FD boy that will work out, i think not.300 people did attent the last annual meeting and voiced their oppinion and helped put the district in the shape it is in now, don't let them do it again. go to the meeting, learn, get you own thoughts together and vote!!!!! by the way go to the other district's annual meetings and find how they are doing, I think that you will see they are also not within their budget's, these are all public meetings. Close the CCFD, sell the assets and trucks, watch your insurance rates climb. I'll bet the Receiver and the Judge are working in an ORDERLY fasion and will get the CCFD back on tract. Don't let 300 folks run the needs of 26,000.

voter, are you kidding me?? at that meeting the board was asked what money is coming in and where is it being spent. their reply was, dunno. you telling me you would have said ok and approved???? im not in a park and i dont know john but he seems to be the only logical person looking at this. i have never attended a meeting because i have never seen a posting. i will be at mondays meeting because of this thread. otherwise i would never know about it. the communication of this district is laughable. they cant put in a listserv to notify people? half their web site has been "under construction" for over a year. im ok with trying to work this out and not go to liquidation but not until the chief and all board members are fired.

Logic???? his logic a year ago was to go into recievership, when the district did he said it was bad to do so, now he wants to close it up, seems as if his logic keeps shifting. Not kidding you or anyone else! if you have not been to any meetings then i guess you are not informed, you can find all meeting dates on the RI Secratary of State web site look it up and learn. Fire the Chief, boy you are very uninformed, the Chief has just under three months as head of the department, don't think he is at fault. The people spoke at the meeting in Oct. and did remove one board member while another member did not run for re-election and sat in the audience, somewhat cowardly not facing the people and there are now two new members, this may work out but only time will tell. Do attend the meeting Monday and watch and learn, and vote with intellegence.

Doing some checking around the fire departments myself, budgets, cost for runs, number of personnel, union, non union etc. Wow, what a mixed bag. Assalone says this Gorman says that. Hate to tell the haters but Assalone's figures or whatever you want to call him are pretty much on the money. By the way Cpt Gorman has a few nick names himself. Outside Central they call him the Brat, and he really goes nutso when another fire department beats him to a rescue or fire, weather they are union or volunteer be he really gets red faced when it is mostly a volunteer department, yes he does and i hope some of you men and women out there will speak up. Nothing like good competition but The Brat really hates the volunteers. He has carried this so far, that he actually removed one department (he has the authority) from the response list . Look folks make a few calls and ck it out for yourself it really is quite easy. And oh yes the men and gals at Central call him Massage Boy. That sounds interesting. Checking some info tonight on an almost drowning and law suit brought about by someone. I guess if you are going to bad mouth some dedicated workers professionals and nonprofessionals as he calls them, working in the same field then some spoke is going to blow your way. As we all know, where there is smoke there is f---. I knew you would get it. Well maybe not treecutter.

It seems easy to me. You have money that comes in which you base your budget on, that is the money you have to work with. Spend less save more, spend more and you are in the hole. It is the same way you run a home; you spend what you have and no more. I have to live within my means; shouldn't the town / FD have to do the same? If you are not capable of balancing the budget then you are not capable of your job.

I am actually not a fan of him at all, and trust me I know much more about him than most. If you compare the amount of taxes that came in to the amount of taxes that didn't, they received ALOT more than they did not. You think the math adds up? If they were sticking to a budget that used every penny of what was supposed to come in, the deficit would be the taxes that weren't paid. That deficit is much higher than that.
LivingInTheWrongState
2:58 pm on Sunday, December 9, 2012
There is a 2.5 million dollar deficit, the sum of the unpaid taxes as of last year was 859,000. When you do the math that is a difference of 1,641,000 (one million six hundred and forty one thousand dollars). Now consider that there was a 1 million dollar surplus when the merge occurred. So please explain where 2.64 million dollars has gone to all of us “Johnny juice drinkers.”

@livinginthewrongstate. you hit the nail right on the head. If there is no money to take, then they cant take it. give them a set amount and lock the rest up so they cant touch it. they know they go way over budget. if they go over budget again, then you FIRE who was in charge that allowed to go over budget. there needs to be repercussions in this state. they have no fear of losing their jobs so they do what they want. if they have a fear of getting fired and losing their pensions, then maybe they will be more careful.

After watching the activity on these boards, and reading all the threads, one thing is abundantly clear: not one person has posted anything that can be factually proven. It's all been nothing but opinions and speculation. Why do I say this? Because the meeting scheduled for tomorrow night has yet to happen. The meeting where the court appointed Special Master, hopefully, will outline exactly how the fire district got to where it is. That is why I will attend, to listen to facts and truth, not opinion, speculation and hyperbole. Opinions are like assholes; everybody has one, and every asshole has an opinion. I prefer to deal in facts and truth. I hope that the majority of the citizenry in attendance tomorrow night will do the same.

Do your research before you type.....TALK ABOUT RAPING A SYSTEM. THIS SUM OF $12 Million ( just a fraction of what goes on at THE EVERYTAXPAYERS EXPENSE THROUGH OUT) would have been spent where needed for PUBLIC SAFETY, Equipment, Public Safety Education, THE SAFETY AND NEEDS OF COVENTRY TAX PAYERS........ Have you ever eaten a pancake topped with human blood? I have, it tasted like a bloody pancake. I'm glad all the fire trucks went away, they are very scary and they make me sad. One time a fire truck came to my house and the man with the red plastic hat chopped a hole in my dads roof with a wood chopper. He was more scary then his big red fire truck. What...... but I don't want to go back in my cage
